摘要 本研究旨在調查國民中小學教育人員及學生家長對弱勢學生教育政策及其 實施之意見,作為日後教育主管機關及國民中小學研擬及實施弱勢學生教育相關 政策與方案之參考。本研究採問卷調查法,以自編問卷實施調查,並採分層隨機 抽樣方式,從北市、北縣、、基隆、宜蘭、桃園等五縣市中,選取49 所國中及106 所國小為樣本,共發放2,015 份問卷,回收1,251 份,有效問卷為1, 150 份。根 據問卷填答結果,本研究分析學校教育人員及學生家長對弱勢學生教育的政策目 標、實施情境以及對弱勢學生教育方案的看法,歸納出若干結論並據以提出國民 教育階段弱勢學生教育規劃及實施之相關建議。 This research examines elementary and junior high school educators and student parents' assessment of educational policies targeting disadvantaged students. The results of this research aim to provide recommendations to education governing agencies and elementary and junior high schools regarding planning and implementation of policies and programs targeting disadvantaged students. Through stratified random sampling, questionnaires were distributed to 49 junior high schools and 106 elementary schools in Taipei City, Taipei County, Keelung City, Han County, and Taoyuan County in Taiwan. A total of 2,015 questionnaires were distributed, 1,251 were completed, of which 1,150 were considered valid. Data were analyzed regarding educators' and parents' opinions towards the following aspects of education for disadvantaged students: policy goals, program design, implementation, and actions. Finally, recommendations are provided for the planning and implementation of education for disadvantaged students in elementary and junior high schools.
