| 摘要 | The two focal case studies in this project include the situation in Darfur (2003-present) and the Libyan revolution (2011). Both are the grave humanitarian crises drawing international attention and posing severe challenge to Chinese UN diplomacy and its foreign policies toward Sudan and Libya. The primary purpose of the research project is to comprehensively evaluate and systemically compare China’s stances, voting behavior and deliberations within United Nations Security Council regarding the adoptions of sanction measures and the deployment of peace operations in these two cases respectively. 本計畫將重心置於兩項案例，即蘇丹達富爾情勢(2003 年至今)與利比亞革命 (2011 年)，兩者皆為國際社會所關注之重大人道危機，也同樣高度考驗中國之聯 合國外交以及其利比亞與蘇丹政策。本文最重要的研究目的，在於針對此兩項案 例，北京於聯合國安理會中採取相關制裁措施和部署和平行動之立場、投票行為 與考量等，提供在於全面性地審視與系統性之比較。 |
