| 摘要 | 十年來，超過四十位台灣國際志工先後參加由「亞洲自由選舉網路」（ANFREL）所號召的國際選舉觀察任務，致力於亞洲各國的自由選舉觀察。2011年，公民監督國會聯盟終於以台灣會員國代表身份參與這個亞洲最具公信力的選舉觀察組織。本研究將介紹ANFREL的背景、基本理念、國際觀選員的行為準則、以及最近觀選任務與行動。其次，台灣公民社會組織，公督盟與和草盟，曾與ANFREL合作，在2008與2012年，號召亞洲各國觀選員到台灣進行總統選舉的觀察。選舉後的觀察報告，除揭露選舉過程的諸多缺失與選舉制度的不公平外，也間接展現台灣自由選舉與民間社會推動草根民主的能力。最後，台灣政府機構應正視國際觀選團的監督效能，而公民社會組織，未來需要號召更多的社會菁英投入觀選任務，以提升在地觀選組織的能量，並與監督國會相關的民間組織合作，修訂選舉相關法律與選制的改革。 In the past decade, more than 40 Taiwan international volunteers took part in the Election Observation Missions (EOMs) that organized by Asia Network for Free Election (ANFREL), the most credible election observation organizations in Asia, and dedicated to election observation of the Asian countries. In 2011, Citizen Congress Watch (CCW), one of the civil society organizations in Taiwan, finally became a representative of Taiwan to participate in the ANFREL’s members. This research note firstly introduced ANFREL’s background, the basic ideas, the code of conduct for the international election observers, as well as the recent EOMs and actions. Secondly, Taiwan civil society, including CCW/TGAP, in cooperation with the ANFREL, called for Asian international observers attended to Taiwan's presidential election observation missions in 2008 and 2012. The statements of both EOMs indicated that there are many mistakes exposed in the election process and the electoral system is not fair outside, in addition to indirectly demonstrated the ability of Taiwan's free elections and civil society organizations to promote grassroots for democracy. Finally, Taiwan's governmental agencies should face the effectiveness of the supervision of elections observation from the international perspectives. Non-governmental or civil society organizations need to call for more social elite involved into the EOMs to enhance the capacity of local election observation, as well as continued with the Parliament monitoring related organizations to concern about the reform of electoral system and laws. |
